As a a designer I need guidelines around line lengths and text element size so that I can design consistent experiences.

While it's not directly linked, I'd like you to also be aware of the https://github.com/carbon-design-system/carbon-for-ibm-website/issues/11. In a high-level, I created the issue bc I noticed many of the CTA labels are long and misleading across the IBM.com and even on our website.
