User Story

As a [user role below]: IBM.com Library developer

I need to: remove deploy previews that are no longer needed

so that I can: reduce cost of cloud object storage in IBM Cloud

Additional information

Deploy previews are currently stored in IBM Cloud object storage, under "ibm-dotcom-library"
- Deploy previews have multiple buckets, a bucket for each package, as well as the cupcake website
- Should determine if there should be a period of time before previews are deleted, or if they should be torn down the moment a PR is closed.

Acceptance criteria

[ ] Mechanism in place to remove unused deploy preview folders in IBM Cloud

Closing this, set a retention policy in IBM Cloud object storage.
