This is the epic that will be capturing the creation of the core services necessary for the IBM.com Library Services package.

The dotcom services includes ES6 services that are specific to the dotcom experience.

On May 21, Jeff-Chew commented: @hahnrob @vladislav-saling we should have this particular story only focus on the audit of background services, and what we should identify as stories we need to create to migrate these services. Ideally this should be a spreadsheet or airtable.

On May 22, vladislav-saling commented: @Jeff-Chew we've already did an audit and we've identified services that are needed for Masthead and Footer. See issues that fall under this epic. Other background services (e.g. chat services) in v18 should be migrated only if needed.
