Migrate translation data to IBM.com translation repo and stand up devops

User Story

As a [user role below]: IBM.com translation maintainer

I need to: have a dedicated repository for translation updates and automated publishing

so that I can: streamline the translation update process

Additional information

• Current translation files live in v18 codebase: https://github.ibm.com/webstandards/v18/tree/dev/src/translations
  • Need to migrate to the translation repo: https://github.ibm.com/webstandards/ibm-dotcom-translations
  • Create devops task for publishing to EI server (using functional ID credentials)
  • Provide access and walkthrough to Miroslav and team
  • Bluegroup already created for this, should be added to the new job for the project based matrix security access (jaas-dbg-digital-design-team-translations)

Acceptance criteria

• [x] Translation files migrated to translation repo
• [x] Publish task created in CI
• [ ] Provide access and walkthrough to Miroslav and team (Repo/CI server)
