As a visitor to ibm.com, I want to see the locale banner if I have landed on a non-English site and there is a localized version of the page available.

so that I can: quickly realize I am on another locale and go to my country site if a localized page is available

Additional information

This story should not be done until after the story to display the banner in the user's language (issue 1433)

Acceptance criteria

• Validate that the locale banner is displayed on a non-EN locale page if a user lands on the page from another locale (test for all locales)
  • Validate that the locale banner is displayed in the user's language
