Cupcake content: Define research section of site #347

User Story

As a user of the DDS/Carbon sites, I need to understand where I can get the user research I need so that I can do quality user-centered design in my work. When research is not present and a researcher is not available, I also need to be able to learn about the tools and methods available to me to pursue doing user research myself.

Notes

Currently, two links on the DDS site are directed toward user research, "repository" and "research". The repository link needs updating and the "research" link currently goes to the user research section on the v18 Northstar site (https://www.ibm.com/standards/web/research/), which is full of good information, although needs significant updating.

On Aug 09, chsanche commented: @Benjamin-Hansen1 The current v19a website only has a link for Research and it goes to the Research page on the v18 website.

I am not sure if we just want to keep the list below for the Cupcake website?
