I need to: have the themes managed and coordinated with Carbon

so that I can: work productively

Additional information

Carbon issue 3502 containing documentation to refactor component tokens to support a type theme
First phase of the work: Issue 1262
Second phase of the work: Issue 1263
Third phase of the work: Issue 1369
Fourth phase of the work: Issue 1497
Fifth phase of the work: Issue 1506
Sixth phase of the work: Issue 1507

Acceptance criteria

[ ] Matt delivers the timeline and strategy to DDS in a pull request
[ ] DDS dev team reviews the pull request and determines if any additional information is needed.

On Oct 11, hahnrob commented: Met with Matt and Chris this past week. They did not finish the Carbon theming work as originally planned. Closing this issue and will create new issues when we have more information.
