As an IBM.com user, I need to have a high level understanding of the page's content, so that I can make a decision whether I should continue reading or not.

Notes

This is to finalize the specs of the lead space design captured in https://github.com/carbon-design-system/ibm-dotcom-library/issues/374.

Acceptance criteria

• [x] Specs are available
• [x] Specs have been reviewed and agreed upon by developers
• [ ] Specs have been reviewed and agreed upon by Web Simplification design team
• [ ] Specs have been reviewed and agreed upon by DGC design leadership
