[x] Determine where the bugs/issues will be managed.
[x] A board to manage the issues is created and reviewed

Decision: Continue to use Github issues for ticketing.

ibm.com Library is open source and developers will automatically go to Github to open issues. If we find that the management reporting is not adequate, then we can consider ServiceNow. Drupal will be using ServiceNow. There will be no cost to use ServiceNow.

Next Action: Investigate reporting tools available for Github.
