I need to: understand the locale selector functional specifications

so that I can: properly develop this component/service

Additional information

• Enable a user to view the locale yellow banner in his language
• Enable a user to see the locale banner if they land on a translated ibm.com site page and there is a localized version of the page available https://github.com/carbon-design-system/ibm-dotcom-library/issues/436

Acceptance criteria

• [x] Meetings to help define the way the Locale Selector should function based on global requirements
• [x] Developer level documentation that will enable them to create the component

On Sep 30, linda-carotenuto commented: Email from Mary O'Donnell...I attempted to provide some level of functional specs for the locale selector and posted them in box with each of you having a link. I believe Lara is going to set up a meeting to walk through them. I do have a few questions and we need to close on the UX when there is a page available in the user's locale. In the meantime, if you have comments/questions, post them in a box note and we can try to close on them
