User Story

As a [user role below]: DDS Developer

I need to: include a bucket focused on Carbon for IBM.com compliance in Beacon

so that I can: generate tests/reports based on the defined ruleset within this space

Need to add into Beacon repository based on established organization of bucket audits: https://github.ibm.com/webstandards/beacon-for-ibm-dotcom

Acceptance criteria

[ ] Ruleset added to Beacon
[ ] All rules have suggestion text added for each rule
[ ] All rules need to have a link to related documentation for adopters

@kennylam , we should open up any new issues if we want to make changes or updates to this.
