User Story

As a [user role below]: DDS Developer

I need to: include a bucket focused on "Carbon Design System" compliance in Beacon

so that I can: generate tests/reports based on the defined ruleset within this space

Additional information

Need to add into Beacon repository based on established organization of bucket audits: https://github.ibm.com/webstandards/beacon-for-ibm-dotcom

Acceptance criteria

[ ] Ruleset added to Beacon
[ ] All rules have suggestion text added for each rule
[ ] All rules need to have a link to related documentation for adopters

@shixiedesign looking at the other tabs in the spreadsheet (https://ibm.ent.box.com/file/781913763996?s=dlqitxom2ohulk28htzno3dnoxhvqcka), there are a few design ones, and the grid one is empty. Are they all rolled under "Carbon Design system" audit bucket?

Yes I think that's fair - all under the CDS bucket! Will try to fill out more rules as we go.
