Carbon Labs: Add react component boilerplate example

Ideas:

Add a boilerplate example that someone can use to scaffold out a new react component to be exported from a new @carbon-labs/* package

• Could use a vite sandbox as inspo for the starting point
• Figure out how to do styles - ideally they'd be sass but that's a whole bunch of extra infra to add. Or could we use inline styles?
