Add contact channels to libraries and assets

Because the intent is to show these support channels on both library and asset detail pages, where it's the same between an asset and its parent library, we should consider adding support or contact channels to the library schema.

Each channel would want a:

• Name, for the display name
• Tool or type (e.g. slack, discord, email), for the icon
• URL, for the destination

Design

• [x] Determine if/how we designate a channel as IBM internal
• [x] Do we need body copy as the error state that takes you out to top-level help page?

Dev

• [ ] Add to library schema
• [ ] Render on library and its asset detail pages
• [ ] Group by tool or type
• [ ] Add contact card to design kit library page empty state (Design)

I updated the redline with the IBM internal note. The design team talked about adding icons or using different cards, but we think, since Slack is always internal, that it's cleanest to go with a note above the cards.
