Expect breadcrumb to show library

Alternate suggestion, keep catalogs out of the asset pages' breadcrumb and go with:

IBM.com Web Components v1.23.0
  - Assets
    - Callout quote

so you can in one click, go back to the assets for that library, which would meet Ari's expectations.

In addition, I expect the cumulative time that our users are on the usage, style, code, and accessibility tabs to be greater than that of the overview tab; when productively using the site, I expect users to be on the overview tab the minority of the time.

As designed, you can only get to that component's library, or other components in that component's library, through the overview tab, the dashboard.

It would really be nice to allow this desirable navigation on all page tabs by having it in the page header's breadcrumb.
