[Pictograms] Take existing tab content from IDL site to Carbon site

• Add Pictograms item into the side nav of the Carbon site. It will live under Iconography.

• Need to decide if we want to transfer content/tabs for Pictograms from the IDL site to the Carbon site and add a Library tab. (Tabs: Design, Usage, Library, Contribute). Existing content for Pictograms: https://www.ibm.com/design/language/elements/pictograms/design

• Do we want to combine the Design and Usage tabs or keep it as is? There is a lot of content but we typically don't have a Design tab on the Carbon site. Do we want to only have the Library tab for now?

• We could as a first step just get the library up on our site and add supporting tab content later.
