Formally deprecate `carbon-components` and `carbon-components-react` on npm #12496

As part of the plan to deprecate these packages, the following items need to happen:

### Tasks
- [x] Deprecate the packages on npm, including the v10 ranges of additional packages such as @carbon/colors, etc.
- [ ] Post notice on slack
