Update Storybook to v8 #16468

Storybook v8 has been out for a while now - 8.1 just dropped today actually.

We should update to stay current and take advantage of the new features. There's a migration guide to follow and the expanded changelog will also be helpful.

As part of this, if it helps the migration, we can switch to the Vite builder
