Update developer docs in `/docs` #17452

The collection of documentation in /docs has a few areas that need updated:

- [ ] Document API guiding principles in the coding style guide. These are present in the API guidance box doc and should be shopped/polished before adding to the public style guide.
- [ ] Add web-components specific content to the style.md coding styleguide (should we break react and wc out into their own docs, or is one file still working for us?)
- [ ] Move all style-guide-related content out of developer-handbook.md to be in style.md instead
- [ ] Review content for outdated or non-applicable information and delete it
