[UI Shell] Design extensions #5152

[ ] Explore, research and define the extension pieces to the UI Shell:
- Notification panel
- Profile/Account panel
- App switcher
- Search
- Help
- Additional?
[ ] Design and spec each extension, prioritize the list.
[ ] Determine delivery method: coded components or patterns?
[ ] Create a documentation plan.

If needed, make this issue an epic when works begins.

Coded components would make adoption easier. Implementing the UI shell isn't always straight-forward, e.g. when using side nav and switcher (#14630)
