[Feature Request]: Proposal for a new TagSet variant without tag-overflow tooltip/popover, instead directly opening the modal displaying all tags.

The problem

When considering the products like IKC(IBM Knowledge Catalog), it handles vast amounts of data, and the data-grid is the primary method used to display this information. Typically, in IKC it needs to showcase a minimum of 15 - 20 tags within a table column in many cases. So users may find it frustrating to click on the 'overflow tag' and then have to click again to access 'view all tags' in order to see all available options.

The solution

• Implement a new variant where clicking the "overflow tag" immediately opens the modal displaying all tags. Thus we can eliminate an extra step for the user. By doing so, we can streamline the process and reduce the number of clicks required.
• We might address this by introducing a new property called 'hasOverflowTooltip,' which is initially set to true.
• I also recommend providing guidance on the PAL website regarding the appropriate usage of these two variations.

@szinta based on last week’s call with @laurenmrice and @guidari, thinking we address this one through tag overflow after we address some of the overlap now that Carbon Tags cover parts of the overflow behavior as well.
