Add floating-ui to `@carbon/ibm-products` ActionBar #5357

When containerWidth (in Storybook) is small, overflow appears in the ActionBar. Currently blocked adding floating ui to OverflowMenu

waiting for carbon implementation of floating ui in OverflowMenu , as our ActionBar uses it.
