Currently rules are based on the carbon package the value comes from e.g. theme, layout(spacing), type.
The rules themselves then look for certain settings e.g. theme tokes to be used in color, border or background.
Separate rules could be controlled in a more fine grained fashion, but would potentially be higher maintenance with updates to add new property value as opposed to config.
