Update bazel version and zlib dep #4213

Bazel 7.3.0 includes a dependency change onto zlib 1.3.1.bcr.3 (didn't dig into why, it's just what I'm seeing). Updating to keep in sync.

Note this depends on #4212, just to ensure the big build changes don't conflict. (merged)
