Bump tzgo to v15 #64

Currently we can't retire credits because we're using Ghostnet which is on v15 and our tzgo library is pinned to v14, this failed with some obscure (Failure "Unexpected data (Chain_id)") presumably from this mismatch. I rebuilt the image locally and tried it on 4c-retirements and successfully retired a credit.
