Fix release-please misbehavior #53

The release workflow based on release-please (RP) does not work as expected:

[ ] RP open PRs for all components although only a single component is affected by a change.
[ ] RP updates the changelogs of all components with changes from all components.
[x] RP creates the changelog for the operator in the wrong folder.

Both issues are probably related.

Might have been resolved by commit 5c078d952c12016d82c25487e0faa1fe86c316c4.
