Support disabling CRG networking #81

Some CRG do not need networking, e.g., the MP-SPDZ fake offline phase. For them allocation of endpoints is not required. Thus, it would be nice to be able to switch that off, e.g., by means of a flag on the TupleGenerator custom resource.
