Update populate-next-epoch-nonce.sh #291

Look up some parameters in the dbsync database to try and calculate the slot cutoff for nonce generation more dynamically instead of a hard-coded percentage that might not be accurate from network to network

Tested in guild network as a part of testing cncli output vs. cardano-cli output for leadership slots.
