cardano-db-sync upgrade to 13.1.0.2 and ogmios to 5.6.0

Context

Update cardano-graphql dependencies (db-sync and ogmios) to the latest version possible

Proposed Solution

• Upgrades db-sync and ogmios to the latest stable compatible versions supported
• Removes some yarn audit existing issues

Important Changes Introduced

• Upgraded to ogmios@5.6.0 and cardano-db-sync@13.1.0.2
• Moved to nodejs@18.19.0
• Updated config submodule to commit c0d11b5
