[Planning] DReps, votes, delegation - negative testing

(Taking GovTool testing and augmenting into Martin K existing testing dashboard)

• Adding more tests for negative scenarios
• Especially tests where we expect to fail

Note The tests are to be added to cardano-node-tests repo

Acceptance Criteria

• [x] Planning document listing the new tests added in addition to gov tool tests

• [ ] Prepare negative scenario testings such as normal users cannot cast vote, delegated amount is no more or less and working correctly, abstain votes are taken into account - Already included
• [ ] Drep is retired after certificate is issued - Already included
• [ ] Drep cannot stake their voting rights to other dReps - Dreps key are different
• [ ] Epoch boundaries for dReps are working correctly - Need to validate
• [ ] Should not be able to delegate when funds are insufficient - Funds are validate
• [ ] Should not be able to multiple delegation to multiple dReps- Added
• [ ] Should not be able to multiple registration as a dRep for same user - Added
• [ ] Should not be retire before registering - Added
• [ ] Correct dRep deposit should be returned upon retiring - Already included
• [ ] Duplicated committee members are avoided - Already included
• [ ] Vote transactions required fields are there such as gov Id, Role, witnesses, vote value, anchors etc. - Already included
• [ ] Check that user can change their votes before boundary - Included
• [ ] Tests for dRep expiry for stale Dreps that are not active - Drep inactivity included
