Mass Delegation to abstain

Base on planning document produced in https://github.com/cardanoapi/hardfork-testing/issues/16, Implement test scenarios for the tests.

Acceptance Criteria

• [x] Extend the Milestone 2 tests to include mass ‘delegate-to-abstain’
• [x] Update the Test scenarios in Test report dashboard

The report for mass delegation to abstain has been added to the load test results here: https://cardanoapi.github.io/gov-action-load-testing/#suites/f42373fe78290eadaf6035b5458aef7c/65a6a7f85884d78e/ in the suite cardano_node_tests.tests.tests_conway under the name test_mass_abstain.

Scenario

• Created 1000 ADA holders and registered stake addresses
• Created 10 custom DReps
• 990 ADA holders delegated to abstain
• 10 ADA holders delegated to the 10 custom DReps
• Created update committee action with DRep and SPO votes
• Action was ratified
