Guardrail Testing

Based on the planning document produced in https://github.com/cardanoapi/hardfork-testing/issues/18, Implement and report on the guradrail tests.

Current progress:

• [x] Constituion script has been ready .plutus file has been generated Making plutus build took some time
• [x] Constitution using plutus script has been proposed and enactment has been tested
• [x] Addition of two negative tests try to submit proposals without using constitution script hash which should not be allowed.
• [x] Cluster-lib doesn't have the required options to pass constitution script when building transaction. (Update on cluster-lib)

We can continue on the tests once the cluster-lib workaround is ready.
