Separate out hunt specific information #231

As discussed in #230, figure out an elegant way to separate out the hunt specific information from the general puzzle tools.

I think https://github.com/cardinalitypuzzles/smallboard/issues/217 is a good issue for a beginner. (I also tagged with "good first issue")

For MITMH, we can just put puzzle info and contact info in the tools page as we did for last year, but this feature is still nice to have.
