Rebuild discord integration part 1

This PR only adds back the channel / category creation bit using Discord's basic REST API. Tested locally that it works.

Still TODO:

• URL creation
• invites
• Puzzle announcements + embedding
• archiving
• deletions
• optional channel creation checkbox
