Video Access streaming bit rate 3.5 - 4 Mbps #7

Update Video Access specs to check that the streaming bit rate is between 3.5 and 4 Mbps.

Thanks! Can you remove the video bit rate check? "streams.stream.${videoid}.bit_rate" equals "1500000" We will just check the overall bit rate.

I think there are extra zeros in there. I got INVALID: format.bit_rate:4007669 is not greater 35000000, but this is acceptable at 4008 Kbps.
