conversion of paramPoly3 and Arc/Line #1890

When I don't use roadrunner to create a map, there is a conversion problem. This is very troublesome for me. I tried a lot of software and couldn't convert it. The sumo simulator can convert the osm file into xodr, but he doesn't support it in carla.
