When setting fog in openScenario, the sky will turn dark #6034

When I set fog in openScenario and gradually reduce the visibility from 1000 to 100, no matter what the visibility range is, the sky becomes black and no fog is seen

But when I run the dynamic_weather.py file, I can see the fog image

What is the problem? I use CARLA0.9.13 and openScenario 1.0
