Description

Retry download when fails for osm2odr.

OSM2ODR was making the build fail randomly and this was causing Jenkins and some contributors to fail on building CARLA.

Where has this been tested?

Platform(s): Windows 10, Ubuntu 22.04
Python version(s): 3.10, 3.8
Unreal Engine version(s): 5.3
