Move CoRL2017 benchmark to another repository #927

With the CARLA 0.9.X the benchmark used on the CARLA paper does not work anymore. However, if we try to port all the things from the benchmark from version 0.8.4 to the new 0.9.1 the benchmark wouldn't be the same and thus wouldn't make any sense.

I propose the creation of a new repository called CARLA Benchmarks with all the benchmarks that are interesting to be ran in CARLA, starting with CoRL2017 for version 0.82 - 0.84
