Bump carla version to 0.9.12 #563

I tried the new carla release 0.9.12 with the ros-bridge on its basic features. This was the only change required to enable this basic functionality.

I assume there are still some things to do such as implementing the new sensor, but this should allow at least for using the current release as is.
