Bump CARLA version to 0.9.14 #702

Is there a plan to continue maintaining this project?

I wish I can contribute but missing instruction is making it difficult.

@Billthekidz it would be great. I use ROS bridge a lot and I've been recently looking for support for 0.9.14, I found that manually bumping the CARLA_VERSION to 0.9.14 works.

I submitted a pull request but haven't heard back. Also, if you look at the recent pull requests, they are all still under review so I'm not sure if the team does look at the pull requests.
