attackathon: Add attack assessment

Add support to provide information about jamming attacks:

• Costs from perspective of the attacker
• Target information about:
  • Use of resource buckets
  • Reputation:
  • Target node's reputation with its peers
  • Target node's peers reputation

In Assessment, I think there another attack factor cost that can be added, e.g "Min Locked-up Capital":

• BOLT2's htlc_minimum_msat
• implementation-defined minimum channel capacity

Could also add:

• Channel costs (onchain + opportunity cost)
• Comparison of revenue with + without attack
