container restart wipes circuitbreaker data

current: cb container starts, it loads the base data, processes timestamps, and saves to its own filesystem

better idea, maybe: same as above except:

• cb database is stored in ~/.lnd which is the shared volume in the pod and will survive restarts
• when cb container starts, if the data is already present, do NOT load and reprocess the base data
