Enable opcache #125

After a bit of investigation, it seems that DebOps installs PHP opcache, but it's not enabled or configured. This should be turned on.

Ok, I was wrong. This is actually on by default. But I should look at adding some configuration options for it.

Having reviewed the configuration options. The defaults are pretty sane for now. I'll consider adding options if I run into issues in the future.
