Bluetooth keyboard connection issues #124

What steps will reproduce the problem?
1. Pair the phone with a Bluetooth keyboard
2. Turn on Bluetooth on the phone
3. Turn on the keyboard after turning on the phone's Bluetooth

What is the expected output? What do you see instead?
I'd expect it to pair, but for me either the phone reboots or it refuses to 
turn on Bluetooth until a reboot.

What version of the product are you using? On what operating system?
9/27 nightly with Rohan kernel, but same issue appeared with 9/14 nightly and 
stock kernel.

Please provide any additional information below.

Have you tried any of the newer nightlies? There were lots of kernel based 
upgrades and I'm curious if it has changed what has happened.
