Volume key wake doesn't always work #192

What steps will reproduce the problem?
1. Enable volume rocker wake feature
2. Let phone sleep for a long time
3. Press vol up or down

What is the expected output? 
The phone should wake. 

What do you see instead?
It doesn't always recognize the keypress.

What version of the product are you using? 
10.1-20130119

This doesn't work due to our early-suspend. it didnt' work in cm10 and wont 
work in cm10.1 on this phone. sorry :(.
