Time zone sequence is not in order while selecting time zone in setupwizard. #227

What steps will reproduce the problem?
1. Install the OS / Factory reset the device
2. While setupwizard process click on timezone drop down menu

>What do you see?
 In the drop down menu the sequence of time zones is not in proper order as per the time zones.
(For example : the time zone GMT+3:00 comes after GMT+4:00 instead of coming 
before)

>What is the expected output? 
The time zone sequence should be in proper order. 

>What version of the product are you using? On what operating system?
Android Version:4.2.2
Product: Nexus 4

Issue also available on earlier versions of android and other devices too.

This issues report is for the HTC One XL....

You should report this up to jira.cyanogenmod.com if this is a cyanogenmod 
install on your device, or report it to google if you are on stock. thanks.
