Screen doesn't turn off after inactivity.

What steps will reproduce the problem?

Check for the following settings:
1. Daydream "OFF"
2. Screen off after inactivity: set to 1 minute
3. "Stay awake" in developer options OFF

And then:

4. Switch screen on, and wait 1 minute (or more).

What is the expected output? What do you see instead?
Expected: screen turns off after 1 minute of inactivity.
Actual: screen dims (as it usually does before turning off), but does not 
actually turn off.

What version of the product are you using? On what operating system?
09/03 nightly (CM10.1, 4.2.2)

Please provide any additional information below.
No difference whether phone is plugged in/charging or not.
