USB Tethering not working #240

What steps will reproduce the problem?
1.Settings > Wireless & Networks > More... > Tethering & portable hotspot
2.Plug in USB cable, USB tethering option will avaiable
3.Tap on USB Tethering

What is the expected output? What do you see instead?
Expected: Option should tick, NDIS network adaptor is presented to Host, IP 
address is assigned and internet is available
Actual: Option doesn't tick, NDIS network adaptor is presented, but no IP 
address is assigned. No Internet on host.

What version of the product are you using? On what operating system?
10.1-20130626-Nightly-Evita

Please provide any additional information below.
I have the correct drivers installed and tethering did work on the last 
official May nightly.

Correction. Meant to say it worked on the last official March nightly.
