Video camera does not function in third-party apps

What steps will reproduce the problem?
1. Download a third-party app that uses the video camera from the Play Store.  
Personally, I was trying Camera JB+
2. Run the app and attempt to use the video camera through it.

What is the expected output? What do you see instead?
Expected output is that the video camera functions as expected.  Instead the 
app locks up and the ROM loses connection to the camera.  After this, no camera 
apps will function until reboot - they all generate the "cannot connect to 
camera" error.

What version of the product are you using? On what operating system?
HTC One X running CM10 8/19/2012

Unfortunately, I can't guarantee that third party camera applications will work.

For instance, Instagram does work.
